About This Report

Abstract:

The main reason behind our optimism on the Tunisian market has been the H--- decision by the Tunisian authorities to relax the rigid import quota system that has historically placed a firm ceiling on local auto sales. In March ----, the government announced that it would be restarting a popular import scheme for some -,--- popular cars (vehicules populaires), that have to be sold by year-end. ...The registration period for local car buyers to sign up for a popular car began at the start of May, with over -,--- customers having expressed an interest by month-end. The previous popular car import scheme ended in ---- at the demand of local dealerships, who were reportedly only making a margin of TND--- per vehicle (unchanged since ----), which was not sufficient to cover their costs. This margin has now been raised to TND-,--- at the industry s request, according to local media reports. ...The price of these cars will start from TND--,---, according to a June ---- report by the Kapitalis news website. The manufacturers eligible to sell popular cars in Tunisia are Toyota (Yaris), Renault (Clio), Hyundai (i--),

...The manufacturers will each receive around --- vehicles for sale under this scheme. ...We will monitor the situation on the ground and make any changes to our forecasts as necessary. One further factor continuing to weigh on new car sales at present is the government s decision to allow all Tunisian couples living abroad to import up to two cars under the country s Franchise pour changement de residence (FCR: literally translated, exemption for changing residence) regime when they return home. In May ----, African Manager reported on comments from Mehdi Mahjoub, who attacked this policy, saying that this allows Tunisians living abroad to sell these FCR vehicles at a reduced cost when they return, thereby undercutting local dealerships. ...In May ----, African Manager reported on comments from Mehdi Mahjoub, who attacked this policy, saying that this allows Tunisians living abroad to sell these FCR vehicles at a reduced cost when they return, thereby undercutting local dealerships. Mahjoub has called on the government to put in place measures to stop Tunisians selling these FCR vehicles.

...The arrival of some -,--- popular cars , to be priced from TND--,---, should do much to boost growth in new vehicle sales over H---. Some -,--- Tunisians have registered to buy one of these cars (which benefit from favourable tax arrangements) by end-May ----, underlining the strong state of local demand. ...Parallel market sales (ie, cars that have not been bought from official dealerships) remain a significant issue for the Tunisian new vehicle sales market. Tunisian couples returning home from living abroad have the right to import two vehicles under the country s Franchise pour changement de residence (FCR: literally translated, exemption for changing residence) regime when they return home. Many of these imported FCR vehicles are then sold on at a reduced cost to other Tunisians, thereby undercutting local dealerships. ...
