Abstract:

< ALACRA META ABSTRACT>BMI View: The Taiwanese water sector continues to grapple with long-term challenges borne by a severe shortage of adequate supply. The country s authorities are increasingly looking to develop projects tapping alternative water sources, while implementing phased modernisation programmes of its existing water infrastructure. ...This high per capita consumption places an inordinate amount of pressure on Taiwan s household supply infrastructure. The government has begun to implement phased programmes in order to tackle this issue, including a $-.-bn investment into fixing a chronic leakage problem in its current pipelines; the Taiwan Water Corporation estimates that ---mn tons of water, or a fifth of consumption, is lost due to leakages each year. Water supply to the nation s industries is heavily regulated by the government, and penalties for non- compliance are high. ...The country s largest deep sea water extraction plant began operations in mid-----, significantly boosting Taiwan s water extraction growth in the short-term. Located off the eastern coast of Taitung County, the plant extracts --,--- metric tons of water each day.

...Private sector investment has been sought for Taiwan s first desalination plant for industrial use, in an industrial park at Taoyuan County. The TWD-.--bn (US$--mn) plant should provide --,--- tons of water on a daily basis to the industrial centre, eliminating risks of shortage. After much opposition since ----, the HuShan Reservoir project is finally due for completion in ----. The TWD--.-bn (US$---mn) reservoir will provide an additional ---,--- tons of water annually, reducing groundwater withdrawal and easing land subsidence. Our key forecasts are as follows: We forecast that total water extraction will increase -.- year-on-year in ----, to -,---mn cubic metres. ...Over the medium term, consumption is forecast to grow by an average of just -.- y-o-y till ----.

...Relations between Beijing and Taipei are likely to be strained by the mainland s continued military build-up, which has increased the gap in military capabilities between the two, although the recent thawing of tensions should help moderate this dynamic. The continued engagement of US forces in the Middle East and Afghanistan while China continues its military build up could embolden the mainland, leading it to be more assertive with Taiwan. ...
