Abstract:

Taiwan has set targets for renewable energy, aiming to have -- of energy from renewable sources by ---- with ambitious programmes such as Million Solar Rooftop PVs and Thousand Wind Turbines setting up a framework for development. The government aims to install -.-GW of onshore wind capacity by ----, -GW of offshore wind by the same time, and -.-GW of solar capacity also by ----. ...The recently elected Taiwanese President Tsai Ing-wen is a strong supporter of renewable energy development, listing it among five key economic industries. However, despite the ambitious targets and the implementation of regulations that aim to encourage the development of renewable energy (including feed-in tariffs FiTs , tax incentives and tradable renewable energy certificates), progress has been slow and the project pipeline remains very limited. Overall, Taiwan s non-hydropower renewables industry is well-balanced, with biomass, solar and wind power accounting for --.- , --.- and --.- of the total ---- renewables capacity respectively. In terms of generation, biomass retained the lead, providing --.- of the total renewables output in ----, while wind added --.- and solar contributed another --.- to the total renewables generation mix.

...We forecast total non-hydro renewables capacity growth to average -.- per annum over the next decade, expanding from an estimated -,---MW in ---- to -,---MW in ----. In terms of generation, growth is expected to average -.- per annum over the same period, reaching --.-TWh in ----. ...US-based technology company Google continues to support Taiwan s renewables industry. After announcing its intentions to provide seed funding for renewables certification programs in April ----, more recently the company said it will source power its expanding date centre in Taiwan from renewable energy sources in Taiwan. In May ----, solar cell manufacturer Neo Solar Power informed about its decision to close a small-scale solar cell assembly line in Taiwan and relocate its manufacturing activities to Vietnam in order to improve cost-efficiency. ...After announcing its intentions to provide seed funding for renewables certification programs in April ----, more recently the company said it will source power its expanding date centre in Taiwan from renewable energy sources in Taiwan.
