Abstract:

Sudan s economy deteriorated sharply in ----, as the country lost three quarters of its oil production capacity on the back of South Sudan s secession. Consequently, Sudanese defence expenditure declined substantially. ...Consequently, Sudanese defence expenditure declined substantially. Over the last few years, however, defence budget growth has picked up again, reflecting the persistent risk of war with South Sudan, as well as the threats to the country s stability posed by the conflict in Darfur and insurgency in the South Kordofan and Blue Nile states. Adding to this view is the fact that defence spend as a percentage of GDP has remained high on a global comparison - at an average -.- in the last couple of years. ...We also note that local media reported in February ---- that Saudi Arabia had pledged USD-bn in military aid to Sudan, amid strengthening ties between Riyadh and Khartoum - though this has yet to be confirmed. Should the funding materialise, then this would provide a significant boost to the Sudanese defence budget, facilitating continuation of the army s ongoing offensives against rebel groups and maintenance of a strong security presence in border regions, while at the same time allowing the government to procure additional defence equipment.

Sudanese forces are participating in the ongoing Saudi-led intervention against Houthi rebels in Yemen, having contributed both strike aircraft and troops to the campaign. ...A referendum on whether Darfur should remain five administrative units or unite into one was held on April ----- ----; however, rebel groups in the region boycotted the vote.

...Beyond our forecast period - provided Khartoum and Juba are able to agree on a permanent boundary and secure border areas - the risk of war between Sudan and South Sudan will decline. On the other hand, internal instability is likely to persist if the government continues to exclude opposition groups from the political process. ...
