Abstract:

South African defence expenditure has declined in real terms over the past few years, despite the country s growing commitments to regional peacekeeping and increasing military presence along national borders. Overall economic growth has slowed - limiting available funds - and the government budget has focused mainly on social and economic development, leaving military spending as a percentage of GDP averaging only -.- over the past five years. For FY----/--, the South African government has allocated ZAR--bn (USD-bn) for the defence budget. A significant share of the budget will be directed towards border safeguarding, peacekeeping missions, the African Capacity for Immediate Response to Crises (ACIRC) and maritime operations, as well as Operation Thusano, under which the SANDF s armoured vehicles are being maintained and upgraded, and infrastructural projects. This will leave limited funding available for new procurement, although several elements of the SANDF are in dire need of modernisation. The FY----/-- budget marks a nominal increase y-o-y, but a slight reduction in real terms, due to high inflation. This illustrates Pretoria s continued reluctance to increase defence spending; the ruling ANC, widely criticised for its poor service delivery, has lost support from large sections of the electorate in recent quarters, and major budget increases for the military would prove unpopular with many voters - not least because of the corruption allegations that have historically surrounded Armscor contracts.
