Abstract:

BMI View: We expect Slovakia s defence budget to start rising again - albeit modestly - in ----, after a period of decline following the global financial crisis. This slight increase will be driven by the need to modernise the Slovak armed forces in order to comply with requirements attached to EU and NATO membership, particularly in terms of efficiency and interoperability. ...This slight increase will be driven by the need to modernise the Slovak armed forces in order to comply with requirements attached to EU and NATO membership, particularly in terms of efficiency and interoperability. The government is likely to focus spending on the replacement of ageing equipment (primarily in the land segment over the short term, and the aerospace segment over the medium-to-long term), while investment into development of the domestic defence sector will remain limited. Consequently, we expect foreign arms suppliers to capture a large share of the country s defence procurement contracts over the next five years. ...This programme envisions the replacement of ageing equipment in the land segment over the short-to-medium term, and in the aerospace segment over the medium-to-long term. We expect local companies to receive contracts for some of the required low-tech equipment in the land segment, while procurement of large platforms, such as new aircraft and helicopters, will come from foreign suppliers.

...In ----, Slovakia s defence expenditure will rise marginally to USD---mn. Spending will be driven by the ---- Defence White Paper s targets for armed forces modernisation. ...Spending will be driven by the ---- Defence White Paper s targets for armed forces modernisation. ---- marks the first year of stage two of the modernisation process, lasting to ---- (stage one, from ---- to ----, consisted of retraining forces) and including - in the short-to-medium-term - the rearmament of land forces. A large share of the Slovak army s military equipment - armoured vehicles in particular - is ageing. ...As a result, we expect steady - albeit slow, due to financial constraints - defence budget growth through to ----, with spending increasing to USD-.-bn by ----. This will create opportunities, particularly for foreign defence manufacturers in the aerospace segment.

...BMI View: We expect Slovakia s defence spending to continue increasing in absolute terms in the next five years, retaining, however, a constant small - share of the GDP within the same period. This will be driven by the country s desire to meet NATO interoperability standards, and to have an efficient armed force that can continue to respond efficiently within EU and NATO international military missions. ...
