Abstract:

Singapore has three active oil refineries with total nameplate capacity of -.-mn barrels per day (b/d). Two refineries are located on Jurong Island - ExxonMobil s ---,---b/d facility and Singapore Refining Company s (SRC) refinery with ---,---b/d capacity. ...The country also has an additional aromatics complex operated by the Jurong Aromatics Corporation with a processing capacity of ---,---b/d, which takes the country s total crude distillation capacity to -.-mn b/d. We see little scope for further capacity expansions in Singapore, as mega-refinery projects in some of Singapore s largest export destinations in the region (namely India and China) drive up competition in the region and reduce the need for fuels imports from Singapore, while Singapore s small and saturated domestic market offers little room for meaningful incremental demand growth. As such, recent upgrades to Singaporean refineries have sought to improve plant feedstock flexibility and technological capability rather than absolute capacity additions. ...In addition, it will also be installing a cogeneration plant on the site to enable the refinery to generate its own electricity supply. In ----, Shell expanded its ethylene production capacity from ---,--- tonnes to -.-mn tonnes per annum.

...The Singapore Exchange (SGX) launched futures and swaps on the country s new LNG price index in January ---- and is working to build up greater liquidity. Singapore will begin to provide LNG bunkering to ships from ----. ...Singapore will begin to provide LNG bunkering to ships from ----. The Maritime and Port Authority of Singapore (MPA) awarded the first pair of LNG bunkering licences to Pavilion Energy and a joint venture between Keppel Offshore & Marine and BG (now Shell). Singapore imported --.-mn metric tonnes of crude oil over the first eight months of ----, with the bulk of it (over --.- ) originating from the Middle East. ...LNG imports are set to more than triple over the next -- years, as the government gradually displaces pipeline gas supplies from Malaysia and Indonesia with LNG. We expect a significant jump in LNG imports beyond ---- when three out of the four existing pipeline contracts expire.
