...The relatively low penetration rate in the Sierra Leone telecoms market offers considerable potential for growth, although the market s dynamics mean competition is largely a duopoly, despite the presence of Comium and SierraTel. Connection to the ACE submarine cable in February ---- will remain an important factor for operators as the cost of connections falls and operators benefit from better margins. ...There is considerable upside potential to this as the penetration rate remains low and prepaid-based services have the potential to grow quickly. We believe there is pent-up demand in rural areas for telecoms services, although these will offer much lower returns and operators are expected to be reluctant to invest in new networks. That said, as growth slows, we believe rural subscribers will be more appealing and operators will seek growth in that field. ...Orange s plans to enter the market by acquiring Airtel s stake in the country are thus seen as encouraging by BMI.
