Abstract:

Households have already borne the brunt of the recession, but face another year of declining purchasing power and real incomes as nominal wage growth and pension indexations remain well below inflation, which will be kept higher for longer on the back of drastic rouble depreciation at the start of ----. The silver lining of rapidly falling real wages is that Russian firms have been able to maintain overall employment levels relatively constant. Indeed, the unemployment rate in Russia has risen to just -.- in December, from a recent low of -.- in August ----. That said, an accelerated pace of job cuts was reported in the December Markit purchasing managers index survey, while unemployment claims grew by --.- y-o-y and --.- y-o-y in Q--- and Q--- respectively. While we expect real private consumption growth to return to positive territory from ----, household income will remain under pressure. ...While we expect real private consumption growth to return to positive territory from ----, household income will remain under pressure. Combined with a sharp depreciation of the rouble over the course of ----, we expect household spending in US dollar terms to remain well below pre----- levels throughout our forecast period, as highlighted in the chart below.

According to our Europe Country Risk team, spending cuts and tax hikes will have to be implemented in order to avoid a more severe depletion of reserves with destabilising effects on fiscal sustainability and sovereign creditworthiness. ...We expect Russian households to face another tough year in ----, as we forecast private final consumption to contract by -.- in ----, before returning to positive territory in ----. According to our Europe Country Risk team, spending cuts and tax hikes will have to be implemented in order to avoid a more severe depletion of reserves with destabilising effects on fiscal sustainability and sovereign creditworthiness. With military expenditures appearing untouchable, households and small businesses will inevitably feel the pinch of upcoming government belt tightening. With unemployment remaining resilient to the recession, the primary adjustment in the labour market is occurring through a decline in real wages and an increase in part-time employment. These factors suggested that demand-side inflationary pressure will remain weak in coming months.
