Abstract:

BMI believes the collapse of oil prices is the most likely reason for these targeted telecoms taxes. Given that the oil sector accounts for an estimated -- of government revenues and over -- of exports, the sharp decline in crude oil prices will impact heavily on the domestic economy. According to our latest forecasts, the Congo s current account balance will swing from an estimated -.- of GDP surplus in ---- to a deficit of -.- of GDP in ----. The new telecoms taxes are therefore most likely aimed at buffering the budget deficit, which is under further strain from low iron ore prices and hosting the All Africa Games in September ----. According to the latest data from telecoms regulator ARPCE, average off-net mobile tariff per minute was XAF-- in September ----. The new tax will therefore increase the cost of off-net calls by more than -- . As has been the case elsewhere, BMI expects operators to pass this additional cost on subscribers, especially given that MTN and Airtel together accounted for --.- of subscriptions at the end of ----, meaning there is little incentive to offer more competitive prices.
