Abstract:

Our consumer outlook for Qatar has deteriorated since Q- ----, as we forecast private consumption to expand by -.- in real terms in ---- and -.- in ----. The slump in global energy prices will lead to a more conservative stance from the government, and will weigh on the influx of higher-income expatriate workers in Doha. According to our Middle East Country Risk team, the slowdown in government spending - in order to mitigate the effects of declining hydrocarbon revenues - will weigh on consumer spending through subsidy cuts. In addition, anecdotal evidence suggests that Qatar is cutting staff and curbing internal spending in a range of state-owned enterprises and government-linked organisations, notably in the energy, health and cultural sectors. The influx of higher-income expatriate workers into Doha, which has helped to power private consumption and service sector growth over the past few years, is therefore abating and is likely to go into reverse. ...New large-scale shopping centres are scheduled to open in ---- and ----, including the Doha Festival City and Place Vendome mixed-use developments.
