Peaking global demand for generic drugs poses a threat to brand-name medicines, the cornerstone of Puerto Rico s pharmaceutical manufacturing industry. ...The struggling economy led to a rise in outward migration, although this trend has moderated through ----. Alternative manufacturing locations across the region pose a direct threat to the competitiveness of Puerto Rico s pharmaceutical export sector, especially in light of the recently imposed discriminatory taxes on off-shore companies.

...The success of pharmaceutical manufacturing in Puerto Rico has led to an excessive reliance on the industry as other sectors have declined. Bureaucratic red tape and government-led spending are more prevalent than in other US states and territories, deterring investment in Puerto Rico. The prevailing regulatory presence of the US FDA may actually deter investment when compared to more loosely regulated markets such as Mexico. Reports of outdated manufacturing facilities and lapses in quality controls have damaged some of Puerto Rico s reputation as a sophisticated manufacturing hub in recent years, both for pharmaceutical products and for medical devices.
