Abstract:

BMI View: The water sector in Oman is open to private operators, with a viable and stable regulatory framework that is geared towards prioritising investment from foreign countries and a commitment to a level playing field that is on a par with the best in the MENA region. This makes the market an attractive investment destination, with the expected increases in demand likely to keep driving growth forward. ...There are a range of projects in the pipeline including desalination facilities, water system management and wastewater treatment, as well as various strategic and consultancy projects aimed at continuing the privatisation of the sector. The clear need for further development in the face of fast rising demand, as well as the need to address an ageing infrastructure, means the market in Oman is expected to remain buoyant throughout our forecast period, though the authorities will need to continue its focus on growth if it is to keep pace with a rising population and increased industrial and agricultural demand. Oman s government commitment to water infrastructure development will allow project activity to remain strong. ...However, we highlight that there is a high Omanisation requirement, increasing to -- over time, and a significant percentage of the materials used must be from Oman. We note that this can cause some risks to incoming businesses owing to the limited size and skill-set of much of Oman s available labour force.

The adjustments to the process are aimed at both new build and existing plants. Over the longer run, we expect the IWPs to play an increasingly central role in the country s water production. We see this as a good strategic move on the part of OWPW and Oman s Public Authority for Electricity & Water (PAEW), as given the rising volumes of water purchased from the IWPs, increased competitiveness will help keep costs down.
