Abstract:

Tele- has essentially completed the migration of its mobile virtual network operator (MVNO) business to a full mobile network operator proposition. Saturation in the retail mobile services business has been apparent for at least three years and its hesitancy in committing to its own-network model was understandable, given the triple pressures of mobile termination rate (MTR) reductions, an underwhelming fixed-line business from which converged services could be developed and the high cost of building out its -G network. ...Tele- has essentially completed the migration of its mobile virtual network operator (MVNO) business to a full mobile network operator proposition. Although new customers are signing up to Tele-, it is largely cannibalising its rivals user bases. Thus, its launch does not demand an upwards revision to our top-line subscription forecasts. Its arrival puts pressure on KPN, Vodafone and T-Mobile to become more appealing in terms of pricing and product breadth and their responses - via discounted promotions, multi-user accounts and converged service packages - will lead to subscription concentration and diluted mobile revenues.

Once Tele- completes its transition, we will have a better understanding of its ARPU dynamics and - given its predisposition towards value products - it seems likely that further ARPU downgrades will be required. ...A further softening of ARPUs is anticipated; we expect to see modest ARPU contraction to an average of EUR--.- per month by ----, and the beginnings of a recovery evident by ---- with ARPU averages inching back towards EUR--.- by the end of ----. ...Mobile subscriptions declined as KPN changed its reporting methodology at the end of ---- but showed slight growth over Q---, in line with expectations. We forecast --.-mn subscriptions by end-----, falling to --.-mn in ----. -G/-G migration will see high-speed subscriptions rise from --.-mn in ---- to --.-mn in ----. Muted demand for low-capacity wireline broadband will impede broadband market growth, but fibre connections will facilitate uptake of high-value triple- and quad-play services.
