Despite calls for greater resource nationalism over the past quarters, we believe the newly elected Mongolian People s Party government in the ---- parliamentary elections will tone down the country s anti-foreign investment stance against miners mainly formulated during the Democratic Party s rule. ...More than any other project, the development of Tavan Tolgoi, the world s largest partially untapped coal deposit, will provide a significant platform for expansion in Mongolia s coal production over our forecast period through to ----. The Mongolian People s Party s (MPP) victory in the ---- parliamentary elections will be a boon for Tavan Tolgoi, as the party had demonstrated a strong will to develop its coal industry during pre-election campaign. ...In April ----, under the rule of the DP, a parliamentary speaker had halted the USD-bn funding for the development of the untapped segments of the Tavan Tolgoi coal mine, which hold more than -bn tonnes of coal, -.-bn tonnes of which is high-grade coking coal used for steel production. Along with MPP s victory, approval for Tavan Tolgoi s expansion will soon be secured as plans to develop rail infrastructure around the mine are in progress with the government signing a Memorandum of Understanding in October ---- with Japan to cooperate on a rail line project from the Tavan Tolgoi mine to Japan and the US. The additional output provided by a pipeline of new projects, will see the country s overall coal output grow from --.-million tonnes (mnt) in ---- to --.-mnt in ----, representing an average output growth of -.- during ---------. This is a significant increase compared to the average annual growth of -.- during ---------.
