This will necessitate a shift in how the parties interact with each other in order to pass legislation, from a more obstructionist relationship toward greater negotiation and comprise. ...

...Mexican President Enrique Pena Nieto will be able to proceed with his legislative agenda for the rest of his term after the PRI retained its plu- rality in the lower house in the June - election. However, all three main parties saw their respective vote shares fall, highlighting an increased apathy among voters towards traditional politics that could fuel political unrest across the country in the longer term. ...This will allow the centre-left party, led by Mexican President Enrique Pena Nieto, to continue a coalition (most likely with the centre-right Ecologist Green Party of Mexico PVEM ) in which the PRI would be the senior partner. Given that the PRI is halfway through Pena Nieto s current presidential term, and Mexico remains wracked by drug vio- lence and corruption, we are not surprised to see a decline in the PRI vote from the previous legislative election (in ---- the PRI won --.- of the vote for the Chamber of Deputies). Nevertheless, the result can actually be seen as somewhat of a success for the PRI, with control of the lower house of the Congress of the Union allowing the party s legislative agenda to proceed largely unimpeded, despite the minority status of the governing coalition in the Senate. ...

...The president and most high-profile government positions do not have the option of re-election, which makes them effectively unaccountable to the electorate and reduces the incentive to pass legislation. High levels of violence in the government s war against powerful drug cartels have highlighted that much more work is necessary to reduce regional inequalities. ...The country s ongoing war against the powerful drug cartels presents continued risks, though we see potential for the situation to begin to stabilise in coming quarters, with the number of homicides per month steadying. Overall, we do not expect a substantial deterioration in the country s long-term political risk score, which remains one of the strongest in the region thanks to a relatively stable constitutional framework and system of government.
