Abstract:

According to media in February ----, the navy was considering AgustaWestland s AW--- maritime/ utility aircraft; the Sikorsky MH---R Seahawk and the Airbus Helicopters H---M model for the navy s short-term submarine attack helicopter requirement. The recent corruption scandal involving Prime Minister Razak (which he has since been cleared of) prompted mass demonstrations in Kuala Lumpur in August ----, with tens of thousands of protesters showing up to demand his resignation. ...On November -- ----, Malay authorities deployed -,--- soldiers to Kuala Lumpur after reports of an imminent terrorist threat ahead of US President Barack Obama s visit. A police memo leaked to media detailed that a meeting had taken place in Malaysia between two Philippine-based terrorist groups and Islamic State (IS), where the deployment of militants to launch an attack in Kuala Lumpur had been discussed. In mid-January ----, Malaysian police announced they had arrested four IS suspects, one of whom was reportedly planning a suicide attack in the country. ...In both June and December ----, Malaysian navy officials reported that they had strengthened their presence in the South Luconia Shoals offshore Sarawak in response to the presence of a Chinese coast guard patrol ship in the area. Kuala Lumpur announced it would tighten security in Sabah in March ----, as Sulu militants were reported to have spread from the east to the west coast of the state.

...Defence expenditure in Malaysia has fluctuated over the past decade, largely in line with the changing size of the country s overall budget. As a percentage of GDP, however, sector spending has remained at -.- since ----, reflecting the relative stability of the country s security environment. No serious terrorist attacks have taken place in Malaysian territory over the last -- years, and risks of interstate conflict have been mitigated by the country s close political and economic ties with its neighbours - particularly China. Over the last couple of years, risks against Malaysia s security environment have intensified, as regional tensions over the South China Sea dispute have risen and the presence of Islamist terrorist groups has increased - at the same time as Malaysian security forces have failed to reduce the threat posed by militants in the southern Philippines and pirates, drugs smugglers and people traffickers.
