Harb also aims to bring a third telecoms operator to the market. The telecoms ministry plans to transform state-run incumbent PSTN operator Ogero into a new firm, named Liban Telecom. ...However, BMI does not believe this development will make a significant difference to the market nor offer further liberalisation, as this would, in essence create a third state-run operator. With the government setting pricing and controlling the operators performance, we see little chance of genuine competition emerging, despite Zain (Touch) and Global Telecom Holding having plenty of experience of operating in highly competitive markets. This is potentially a reason why the market has stagnated. ...Latest communications from the Ministry suggest that -.-mn mobile customers were using data services, up from -mn in ----.
