Abstract:

On the back of deteriorating relations between the EU and Russia, we downgraded our ---- estimate due to low confidence and poor economic performance limiting investment. We see industry growth falling significantly off pace to -.- in ----, before rebounding softly to -.- in ----, then averaging over - growth between ---- and ----, ending with a value of EUR-.--bn. Growth will largely be driven by residential building and EU funding for energy and transport network projects, but downside risk will come from the weakened economic outlook and constrained public spending. Early suggestions that a normalisation of trade relations between the West and Russia could have occurred as early as H--- have been put to bed by the continuation of sanctions until no earlier than June ----, with the situation in eastern Ukraine remaining volatile and political tensions between all parties playing out into other geopolitical spheres. Hence, there is still a residual risk that economic sanctions between the West and Russia could intensify further, which would have an adverse impact on Latvia s growth outlook. ...The construction industry will therefore navigate a volatile near term characterised by pressures to private and public investment, an environment of fiscal austerity and reliance on EU funding to drive infrastructure development. The construction sector will therefore increase in value from EUR-.-bn in ---- to EUR-.-bn

The energy infrastructure sector faces a period of muted growth y-o-y between ---- and ---- as pressure on investments remains intense.
