Abstract:

BMI View: Kazakhstan s determination to develop a solid domestic defence manufacturing base has been exemplified in its strong push to setting up numerous joint ventures and partnerships with key foreign industry players as well as its efforts to organise its own international exhibition of weapons and military equipment - KADEX. With a somewhat unstable regional environment, Kazakhstan will see to its defence expenditure being increased over our forecast period in an effort to be ready to combat any potential breaches in security. ...With a somewhat unstable regional environment, Kazakhstan will see to its defence expenditure being increased over our forecast period in an effort to be ready to combat any potential breaches in security. However, BMI believes that if it is to truly excel in this field and achieve its goal of creating a strong domestic manufacturing industry, the country will need to address its numerous pre- existing security threats - namely corruption and its tense relationship with neighbour countries over water and energy supplies. Kazakhstan s domestic defence sector remains small on the global scale with one main company present (Kazakhstan Engineering). ...As a result of Kazakhstan s multi-vector foreign policy, the country has been able to sign multiple defence agreements with foreign companies that have high technology development capabilities and a desire to set up joint operations in Kazakhstan. We expect an increase in new joint ventures between Kazakhstan Engineering and foreign companies especially in areas of naval, air defence and high tech weapons systems and equipment development over the next few years as the country s stability and increasingly attractive investment environment render it a more appetising proposition.

...In June ----, it was announced that Kazakhstan Engineering is working on a license agreement with Turkish company BMC to set up an assembly line for the production of Kirpi protected vehicles, BMC ------ Z Vuran APC and ------ P -- tactical transports. There is a possibility that the vehicles could be re-exported. ...This vessel will be equipped with sonar with a range of up to - km and it is expected to be finished by ----. Kazakhstan s Zenit Uralsk Shipyard is also planning to launch a fifth Project ---- Bars-class patrol vessel for the Kazakh coastguard service in April ---- In April ----, Oshkosh Defense received an order for the acquisition of a SandCat from Kazakhstan. The Sandcat is based on a shortened Ford F---- Super duty commercial pickup truck chassis. ...This equipment will be used on survey work in the Caspian Sea and for finding and destroying items on the bottom of the sea. Under the agreement, the Kazakhstani firm will carry out local assembly of the platforms until the end of ----

...BMI forecasts that defence expenditure will increase to USD-.-bn by the end of our forecast period of ----. Arms and ammunition imports and exports are expected to maintain the same levels that they hold now. ...
