Abstract:

We expect the Kazakh solar power sector to register limited growth over the next five years, as a result of the sporadic completion of only a small number of solar power projects. This will be in large part the result of investment prospects in the sector being undermined by uncertainty over the country s economic outlook and Kazakhstan s challenging business environment. ...This will be in large part the result of investment prospects in the sector being undermined by uncertainty over the country s economic outlook and Kazakhstan s challenging business environment. Our Country Risk team believes that the Kazakhstan economy has turned the corner and a gradual recovery is in sight over the coming quarters as oil prices stabilise and gain a degree of traction, and forecast real GDP to expand by -.- and -.- in ---- and ----, respectively. The recovery in oil prices also bodes well for ongoing oil projects in the country and these are likely to lead to continued inflows of foreign direct investment (FDI) inflows as well as improvements to the country s infrastructure. ...In October ----, Kazakhstan announced that, -- of the largest Kazakh state-controlled companies in the oil and gas, transportation, energy and nuclear sectors, including Samruk Energo will be privatised via an IPO between ---- and ----. The decision to sell a stake in the state-controlled energy companies was precipitated by both political and economic factors: the country s export-driven, hydrocarbon-based economy suffered greatly amid crashing commodities prices, and mismanagement of its currency exacerbated these problems further.

...Our forecast makes various assumptions about investment into the generating sector, above all the construction of power stations, given the poor state of some of Kazakhstan s -- existing plants. Coal will remain the dominant source of energy in the country throughout the forecast period. ...Coal will remain the dominant source of energy in the country throughout the forecast period. However, the government is seeking to diversify Kazakhstan s energy mix and the National Green Growth Plan envisages the following (optimistic) breakdown by ----: -- coal, -- gas, -- hydropower and - nuclear. By ----, the government anticipates that renewables will generate at least half of Kazakhstan s energy needs. This plan requires the start of a domestic nuclear energy programme and significant growth in non-hydro renewables. To this end, Kazakhstan will remain open to foreign investment as a means to import the capital and expertise to realize its objectives.

...The government has set out its National Green Growth Plan, which is designed to develop renewable energy by adding -,---MW of capacity to the grid by ---- at a cost of USD--bn. The European Bank for Reconstruction and Development has given its support to this initiative in the form of a USD---mn loan. ...
