Abstract:

BMI View: Overall, Japan has a strong, established water sector with good water availability, developed infrastructure, and effective and continuously updated legislation. However, we do note some drawbacks in the form of inconsistent and uncertain weather patterns that can stress the water sector, a hugely fragmented array of water companies, and obsolete water facilities and networks in many areas. Moreover, an incoherent regulatory system made up of competing laws from various government authorities overseeing different consumer groups, in conjunction with a patchwork of regional bylaws, present a severe inhibitor to industrial consumers in particular. We believe the swift deceleration in Japan s construction and infrastructure growth in ---- supports our view that the country s economic stimulus measures are not sustainable over the long term and will need to be accompanied with structural reforms in order to have positive long-term effects. Overall, we see water reuse technology and infrastructure (both treatment facilities and redistribution networks) and the upgrading and replacing of the mains water networks as the key infrastructure opportunities over the coming years. ...Japan also faces the demographic challenges of an ageing population and workforce. In addition, regulation in the water sector can be difficult due to the high fragmentation of service provision across thousands of municipal utilities.
