Abstract:

We believe the rate at which Japan s renewable capacity is expanding is now slowing, driven by the government s wavering commitment to renewable energy. We believe there are a number of key reasons underpinning the government s lessening support for renewables, primarily the limitations with integrating renewables into the national grid and the government s continued commitment to restarting nuclear reactors. Prime Minister Shinzo Abe remains committed to restarting nuclear power generation in the country - based on economic grounds. In the aftermath of the Fukushima disaster, renewable energy was viewed as an important alternative to nuclear power; however, considering the government s plan to restart nuclear reactors, we believe the focus on - and by extension, support to - expanding the renewables sector will wane. In April ----, the Cabinet of Japan approved the country s fourth Basic Energy Plan, the first long- term energy policy to be approved since the Fukushima disaster in ----. ...In December ----, Japan s Ministry of Economy, Trade and Industry (METI) released a study which concluded that seven of the nation s -- utilities lack the transmission network capacity to accept all of the solar power energy that suppliers plan to generate under the FiT system. Given the vast number of solar projects under construction across the country, we anticipate this problem will persist.

We have warned of a slowdown in Japan s renewables sector - specifically solar - in our previous analysis of the market. ...Although we believe that growth in solar capacity will slow over our ---year forecast period, solar will continue to be the technology of choice for the country - both utility scale and rooftop - and will dominate Japan s renewables capacity mix, contributing -- to the total. Japan s solar sector will remain relatively attractive - particularly at the regional level, and we view the government s tightening of support for the sector, as not a retrenchment of policy, but an effort to pursue sustainable growth in the domestic solar sector, as opposed to surging installation rates. This move echoes other mature global renewables markets, which are shifting to more market-based mechanisms to procure investment into their domestic renewables sectors, such as auctions - and we expect Japan to follow suit. ...Japan s solar sector will remain relatively attractive - particularly at the regional level, and we view the government s tightening of support for the sector, as not a retrenchment of policy, but an effort to pursue sustainable growth in the domestic solar sector, as opposed to surging installation rates.
