BMI View: We expect that, despite a slight decrease in ----, Japan s defence budget will continue increasing in absolute terms over the next five years but to remain accounting for a mere - of GDP. This will be driven by landmark constitutional changes which took place in ----, especially on Article - of the country s constitution. ...Indeed, whilst Japan has succeeded thus far in providing for part of its defence materiel indigenously, it still lags behind many other countries due to budget constraints and over reliance on US imports. As such, the second characteristic of Japan s geopolitical situation is its focus in the past few years, but even more so since Abe s government has been pushing for reforms in the defence sector, on developing strong international alliances and defence cooperation agreements with other countries in the region and the world. By increasing the number of defence projects that will be designed and built by Japanese companies in cooperation with international companies, Japan hopes to increase technological transfer. ...However, budget restrictions still plague the sector and the country as a whole. As its economy struggles with increasing debt, interest payments and rising social security costs to provide for its ageing population,
