BMI View: We expect the majority of our forecast indicators to see a substantial decline over ---- in the wake of IS continued targeting of water facilities, and we do not anticipate a full recovery until the end of our forecast period. Should the conflict continue or intensify, with IS destroying facilities as opposed to capturing them, then this poses a significant downside risk to our forecasts. ...International attention had previously been focused on risks to the oil sector in Iraq, but water is now firmly in the public eye and the full significance of IS strategic movements is beginning to show. Although economically their occupation of key oil-producing regions posed a serious threat to Iraq s economic stability (and had implications for the wider region) the threat to the country s water supplies is a far more immediate danger, particularly in the southern regions of Iraq which rely heavily on the rivers waters. In August, there was widespread unrest following up to a year of water shortages and rationing in some regions, for example there were large public protests in Baghdad over the poor water and sanitation services. ...We believe that Iraq will remain reliant on foreign aid for much of its water infrastructure repair and new development. We have held this view for some time and it recently received additional support from the news that the Iraqi prime minister and the Japan International Cooperation Agency (JICA) held discussions concerning the water

Large tranches of aid are being ploughed into the water and sanitation sectors, along with government funds and not only will this offer opportunities for water infrastructure groups, but it is also the key consideration underlying our more positive long-term outlook for the water industry as a whole. Despite these difficult conditions, the poor state of Iraqi water does offer an opportunity, if stability resumes and with it uninterrupted oil revenues. If this scenario occurs, Iraq s government will, in our view, move to spend its increasing oil revenue on rehabilitating its water infrastructure with the support of numerous international aid agencies and the UN. While security in the country will continue to hamper international efforts in the industry, particularly in terms of opportunities for international companies, the rehabilitation of water infrastructure and the proper distribution of water supplies is a top government priority, as it is an increasing point of public discontent, particularly in the less developed/oil rich provinces.
