Abstract:

The Indian Directorate General of Hydrocarbons (DGH) identifies six basins within proven commercial prospectivity: the Assam-Arakan and Rajasthan onshore basins, the Cambay and Cauvery basins and the Krishna-Godavari (KG) and Mumbai offshore basins. The bulk of the country s oil and gas reserves are located offshore, around -- according to the US Energy Information Administration (EIA). ...Reservoir depletion at major maturing fields in the Mumbai, Cambay and Assam-Arakan basins is also a factor. Improved oil recovery techniques, redevelopment projects and marginal field developments in all three basins will help buoy reserves, although with output approaching -.-mn barrels per day (b/d) major new discoveries will be needed to offset production decline. ...However, changes in the licensing terms from a profit sharing to a revenue sharing structure could dissuade some international oil companies from investing. A revenue sharing contract poses higher risk and entails a significantly longer period of cost recovery. Lower fuels subsidisation, rising consumption and a fall in global crude prices will offer strong support to India s refining sector over the coming years. State-owned refiners, which dominate the sector, will be able to secure cheaper crude oil cargoes and achieve better financial performance after the government allowed them to implement their own crude oil import policies.
