We expect muted growth to be sustained in the long term, as the new president, Jimmy Morales, lacks the experience and support to pass the sweeping reforms that the country and potential investors require (see Lack Of Reforms Will Undermine Corruption Crackdown , - March ----). While Guatemala now has a self-proclaimed anti-establishment president, a deeply divided legislature is unlikely to pass anti-corruption reforms. ...Inaction will also mean continued political unrest from a populace demanding reform. Furthermore, despite the country s fiscal deficit narrowing, there is little hope this will translate into a stronger public purse, with low tax revenue coupled with the aforementioned poor policy-making environment providing little scope for stronger public spending.
