About This Report

Abstract:

Business Monitor International Ltd Page -- the new bill included reducing FiTs, most steeply for solar photovoltaic (PV) plants, increasing the renewables levy charged to all consumers (residential, commercial and industrial) and capping annual installations of new renewables capacity. This was the largest shake-up and restructuring of the country s renewables sector to date, and it has left the regulatory very uncertain for investors as project economics are thrown into question. ...According to reports in Energypress.eu, the Greek government proposes RES deficits to be increasingly financed by electricity suppliers and not entirely by the end-consumers. Among outlined measures, there are intended FIT cuts for over-performing photovoltaic units and recent wind power projects as well as introduction of an upper limit for RES-supporting surcharges to be paid by companies with high usage of electricity. It is hoped these measures would allow the persisting deficit to be eliminated by the end of ----. The draft proposals are currently being coordinated with the EC and are reportedly due to be submitted to parliamentary vote by the end of July ----. In light of these regulatory changes and challenging conditions for renewable energy developers, we expect to see a sustained slowdown in investment in the non-hydro renewables industry.

...Greece s non-hydro renewables industry, particularly the wind and solar segments, has grown rapidly over the last decade, owing to the attractive regulatory environment implemented by the government to encourage investment into the sector. In particular, the country s feed-in tariff (FiT) programme - supported by power regulator LAGIE s RES Fund - has been the driving force behind the expansion. ...Indeed, the RES fund spiralled into a deficit in ---- and ----. To tackle the issue, the government adopted a plan (New Deal) to rein in the deficit, which was officially voted through parliament on April - ---- with immediate effect. Overall Greece s non-hydro renewables generation reached -.--TWh in ----. ...To tackle the issue, the government adopted a plan (New Deal) to rein in the deficit, which was officially voted through parliament on April - ---- with immediate effect.

...We have updated our figures this quarter to reflect revised industry data, while maintaining our forecast growth trends. In ---- we forecast a minor gain in total non-hydropower generation of -.-- to -.--TWh, with wider generation in the country expected to fall as demand is constricted. ...
