Abstract:

European banks have been keen to sell off some of their local Egyptian subsidiaries as they shore up operations and focus on core markets. This should provide banks in the Gulf with some attractive investment opportunities. ...If the Egyptian government is serious about recapitalising, privatising and reforming the sector, there are many well-funded friends to whom it can readily turn. All the problems that are holding back the development of Islamic finance - the lack of shari a scholars, the illiquidity of Islamic capital markets, the lack of acceptance by the population, the inability of much of the population to use banks and the lack of dynamism of the overall Commercial Banking sector - apply in Egypt. However, as one of the most populous Muslim countries, Egypt must be considered as being, potentially, a very important market for Islamic banks and takaful operators over the long term. ...All the problems that are holding back the development of Islamic finance - the lack of shari a scholars, the illiquidity of Islamic capital markets, the lack of acceptance by the population, the inability of much of the population to use banks and the lack of dynamism of the overall Commercial Banking sector - apply in Egypt. ...Relative to its counterparts elsewhere, the government has been slow to reform and privatise the remaining State Owned Commercial Banks. This is the case even though many of the smaller institutions appear to be policy lenders rather than true

...There are few countries where the Commercial Banking sectors are already large in absolute terms, where Total Assets, Total Loans and Total Deposits appear set to grow at double digit rates and where, by most measures, the sector is (grossly) under-developed. ...Egypt is emphatically not a country where the banks are reliant on wholesale funding from abroad as a result of aggressive lending. Most private sector banks emphasise their commitment to improving infrastructure, developing a brand or introducing new products and services. We expect political risks to diminish over the coming quarters following elections. ...
