Abstract:

BMI View: The combination of the collapse in oil prices and approaching mobile market saturation in urban areas has resulted in downward pressure on most countries Telecoms Risk/Rewards scores. Countries with large consumer bases and limited reliance on commodities exports will offer the greatest opportunity for growth through mobile data services over the coming quarters. ...Countries with large consumer bases and limited reliance on commodities exports will offer the greatest opportunity for growth through mobile data services over the coming quarters. In this quarter s update of BMI s Sub-Saharan Africa Telecoms Risk/Reward Index (RRI) we take a closer look at the top -- markets in the region and how their risk/reward profiles have changed over the year since the collapse in oil prices. Although the top -- markets on our table remain unchanged since Q---, the rankings within the top -- have changed significantly on the back of macroeconomic and industry developments. For most countries in region, telecoms scores have edged downwards as the shift from an export-driven to a consumer-driven model has weighed on GDP growth and consumer spending power. Unsurprisingly, highly oil dependent countries Angola and Gabon were worst hit, while those with larger consumer bases and slightly more diversified economies, including Nigeria, Ghana, Cote d Ivoire and Kenya were less severely impacted.

...The closed nature and small size of the Djibouti mobile market, coupled with low average disposable incomes, precludes significant growth and returns on investment, despite untapped potential. The lack of competition keeps mobile prices beyond the reach of most people in Djibouti and there is no sign that the government will allow competition into the market. Although -G services have been on offer since late ----, we believe uptake has been modest at best, again due to high prices of services. Numerous international submarine cables land - or are planned to land - in the country, but the government has been reluctant to open these resources up to third parties. Consequently, mobile broadband and voice service prices will remain high. The mobile penetration rate - which finally passed the -- mark in ---- - is unlikely to surpass -- by ----. As we believe a large numbers of SIM cards are technically inactive (bought by short-term visitors such as tourists and visiting officials), the real penetration rate may be rather lower than the official data suggests.
