Abstract:

The furthest progressed development is the offshore Block A in the Gulf of Thailand, operated by KrisEnergy. The company took over the operatorship of the block from Chevron in October ----. ...In comparison, Saktheara reported in April ---- that operators of Blocks C and D have yet to commence preliminary drilling operations. Block C is operated by Polytec Petroleum Hong Kong, while Block D is operated by China Petrotech Holdings Limited (Cambodia), which has an outstanding financial issue to resolve with the government before exploration can begin. Exploration on Block D is now also withheld as of mid-----. ...The Ministry of Mines and Energy will hold Block D for CPHLC for a six month period. CPHLC is given priority to apply for a new petroleum agreement for the block on certain terms and conditions, including that of getting new investment partner to bid for Block D under a joint venture.

...Being a frontier region for oil and gas exploration, Cambodia has no proven oil and gas reserves. It remains purely an exploration play without any production. ...In particular, petroleum exploration activities come under the purview of the Ministry of Mines and Energy (MME). Cambodia s eight sedimentary basins have been carved out into -- onshore blocks (- to --) and six offshore blocks (A to F). There are a further four areas in an overlapping claims area that is currently contested with Thailand, although the government has awarded conditional exploration licenses to Total, Idemitsu Kosan, ConocoPhillips and a Chinese state oil company. The offshore blocks and the OCA are located in the Gulf of Thailand. ...The law will govern the extraction of oil from onshore and offshore fields.
