Abstract:

The EUR-.--bn (USD-bn) EU-funded regional development programme over --------- will considerably benefit the Bulgarian construction industry. This programme involves investment in public transport projects, the use of financial instruments to boost the residential building sector and spending on social infrastructure such as schools and hospitals. Regarding Bulgarian transport sector, road projects will drive the recovery over the medium term, as EU funds are set to flow into the country in an attempt to better integrate Bulgaria with the rest of Europe. The active EUR---bn investment fund, managed by the European Investment Bank (EIB) and targets high-risk infrastructure projects, is a positive development for Bulgaria s current and future infrastructure plans. Despite having joined the EU in ----, Bulgaria s institutional framework remains among the most inefficient in Europe, considerably limiting infrastructure development. ...Supporting our outlook on the sector, the Bulgarian government has announced a EUR-.--bn (USD-bn) regional development plan between ---- and ----, which will considerably benefit the construction industry. According to Desislava Terzieva, Regional Development Minister, this programme - which is supported by the EU - involves investment in public transport projects, the use of financial instruments to boost the residential building sector, and spending on social infrastructure such as schools and hospitals.

...Driven by transport infrastructure projects, we forecast Bulgaria s construction industry will grow by an average of -.- over ---------. Bulgaria remains highly dependent on EU funding for infrastructure projects, particularly in the transport sector. ...In March ----, the Bulgarian Development Bank received a EUR---mn loan from the Council of Europe Development Bank (CEB) for energy efficiency projects (SeeNews, ----). We do not expect investment in renewable energy infrastructure to increase given the Bulgarian government decided to terminate incentives for new renewable energy capacity in March ----. The outlook for the residential sector is not positive, especially from ---- onwards. The housing market remains weak following a collapse in prices since ---- and the high levels of indebtedness will act as a headwind to future investment.
