Abstract:

We expect a second year of defence expenditure contraction in ---- amid a worsening recession, as consumers face headwinds stemming from a poor labour market and the fixed investment decline continues. Over the medium-to-long term, meanwhile, with economic conditions allowing defence spending to grow, we expect the Brazilian defence ministry to address a range of its armed forces requirements to replace ageing equipment. This modernisation effort is likely to involve purchases of new military aircraft, armoured vehicles, warships, submarines and C- equipment. As Brazil prepares to host the ---- Olympic and Paralympic Games, international actors have expressed concerns over the high levels of crime in the country, and how this might affect athletes and spectators in the run-up to, and during the event. The government is under pressure to guarantee the safety of those participating in the games. ...Brazil has agreed to purchase -- KC --- aircraft from Embraer over the next -- years, with the first delivery set for ----. ...Brazil maintains one of the largest armed forces in the Americas, behind the US and Colombia. Brazil s armed forces include its navy, army and air force; all of which are under the authority of the Ministry of Defence. ...The number personnel in Brazil s armed forces has remained stable at around ---,--- in recent years. Although Brazil is not engaged in military conflict, and its contributions to international peacekeeping missions is relatively modest, the sheer size of the country, and the need to crack down on crime and deforestation, as well as protect onshore and offshore asserts, makes such a large force necessary. Therefore, although the defence budget has declined in the last couple of years, and will contract again in ----, we do not expect any large cuts to armed forces personnel over the short term. ...Although Brazil is not engaged in military conflict, and its contributions to international peacekeeping missions is relatively modest, the sheer size of the country, and the need to crack down on crime and deforestation, as well as protect onshore and offshore asserts, makes such a large force necessary.
