Abstract:

The deal between BASE and Telenet gives Belgium three fully convergent operators. Growth has been strong in the first half of ----, and for two reasons. ...This may lead to some volatility and double-counting, but the recent legislation mandating prepaid SIM registration should make the situation clearer going forward. Furthermore, Telenet has retained its MVNO deal with Orange until ----, and it is not clear whether there is some double-counting between the two operators, impacting the overall customer base. We will look at developments and adjust our figures if new elements become available. ...We will look at developments and adjust our figures if new elements become available. As convergence becomes the main strategy, advanced services will be the clear focus, and this will drive further uptake of -/-G subscriptions, which we expect to reach --.---mn by ----, or --.- of the total

Orange has re-entered the fixed broadband market, thanks to more favourable cable regulation, so that it can launch bundled services like its two main rivals. This will drive competition in the fixed broadband market, where we expect it to reach -.--mn subscribers by ----, or a penetration rate of --.- . However, more regulatory work could be done to further improve competition, such as opening up Proximus fixed network, and giving clear guidelines towards the development of fibre services, which are close to non- existent in the country.

...We have increased our forecasts for the mobile market, following strong growth in the first half of ----. This has been driven by M-M and MVNO and we expect it to subside in the latter part of the year and going forward The broadband market is buoyed by convergence, while we also expect the potential unbundling of fixed services to be an upside risk to our forecasts, as it would bring even greater competition. ...
