| Abstract: | Conditions are evolving towards local and regional government (LRG) bond issuance in Asia becoming more acceptable to investors, harking back to the early days of similar market developments in Europe and the U.S. Infrastructure construction campaigns have been a prominent feature of national governments' policy responses to the effects of the global slowdown. In some cases in Asia, related expenditures have been included in national budgets, while in others the spending mandate has been passed along to LRGs without an explicit source of funding.
