Abstract:

Standard&Poor's Ratings Services affirmed its 'BBB' issuer credit rating (ICR) on Stephenson County, Ill. At the same time, Standard&Poor's affirmed its 'BBB-' long-term and underlying rating (SPUR) on the county's outstanding general obligation (GO) debt certificates. The outlook on all ratings is stable. The ratings reflect our view of the county's: History of draws on general fund reserves resulting in a negative fund balance and management's projection of continued negative general fund reserves that may persist for the next two fiscal years; Low liquidity, alleviated by a reliance on other funds and the annual issuance of tax anticipation warrants; and Below average wealth and income levels. Offsetting strengths in our view include a low to moderate
