| Abstract: | The insurer financial strength ratings on Louisiana Health Service&Indemnity Co. (d/b/a Blue Cross and Blue Shield of Louisiana) and HMO Louisiana Inc. (collectively, BCBSLA) are based on BCBSLA's strong competitive position in the Louisiana health insurance market, strong earnings profile, very strong capitalization, and very strong liquidity backed by high-quality investments. Slightly offsetting these factors, BCBSLA's rating is constrained by its geographic and business line concentration, a competitive pricing environment, and some uncertainty regarding the strength of the post-Katrina New Orleans economy. BCBSLA's strong competitive position in the Louisiana health insurance market is a key ratings factor. As the largest health plan in the state, BCBSLA covers more than 1.1 million medical members (as of June 30, 2007)
