| Abstract: | In Standard&Poor's Ratings Services' view, the 'AA-' long-term rating assigned to Jackson County, Minn.'s series 2009B general obligation (GO) capital improvement refunding bonds reflects the county's: Stable local economy heavily dependent on agriculture and agricultural manufacturing; Good income levels supported by very strong wealth levels, as defined by market value per capita, due to the current high valuation of farmland; Stable finances, including a very strong unreserved general fund balance and a recent trend of operating surpluses; and Low-to-moderate debt burden with minimal capital needs. The series 2009B bonds will refinance the outstanding callable maturities of the county's series 2001, 2001B, and 2001C bonds for interest cost savings.
