Abstract: Standard&Poor's Ratings Services affirmed its 'A+' underlying rating (SPUR) on the Colorado State University System Board of Governors' system enterprise revenue bonds series 2007A, 2007B, 2008A, and 2009A, issued on behalf of the Colorado State University System. The outlook is stable. The application of the government-related entities (GREs) criteria applies only to these system enterprise revenue bonds, as the security on those bonds is equivalent to an unlimited student fee pledge, or the broadest pledge of the university. In accordance with our criteria for GREs, our view of a "moderate" likelihood of extraordinary government support is based on our assessment of the university's "limited" link with the state of Colorado (AA/Stable) given the state's history of ongoing operating
