| Abstract: | Standard&Poor's Ratings Services assigned its 'A+' long-term rating to Central Valley Support Services Joint Powers Agency, Calif.'s series 2009 qualified school construction general obligation (GO) revenue bonds, issued on behalf of the Fresno Unified School District. Standard&Poor's credit ratings do not address the tax credit component of this issue. At the same time, Standard&Poor's affirmed its 'A+' underlying rating (SPUR) on the district's outstanding GO debt and its 'A' SPUR on the district's outstanding certificates of participation (COPs). The ratings reflect our opinion of the district's: Local economy that serves as a trade center for a broad region; Board adoption of a policy to maintain a 5% reserve for economic uncertainty in August 2008,
