| Abstract: | NEW YORK (Standard&Poor's) Oct. 30, 2009--Standard&Poor's Ratings Services corrected and lowered its rating on Vermont Educational and Health Building Finance Agency's (Gifford Medical Center Inc.) variable-rate demand bonds series 2006 to 'A-/A-2' from 'A/A-1', and subsequently removed the rating from CreditWatch with negative implications. The rating is based on a letter of credit provided by KeyBank N.A. Cleveland (A-/A-2). On June 17, 2009, we lowered the rating on KeyBank N.A. Cleveland to 'A-/A-2' from 'A/A-1', and subsequently removed the rating from CreditWatch with negative implications (please see, "KeyCorp Ratings Lowered To 'BBB+/A-2' From 'A-/A-2'; Outlook Negative", published June 17, 2009, on RatingsDirect).
