| Abstract: | Standard&Poor's Ratings Services assigned its 'AA+' rating to New Hanover County, N.C.'s series 2009 general obligation (GO) school bonds. Standard&Poor's has also affirmed its 'AA+' rating on the county's GO debt outstanding. The outlook is stable. In our opinion the rating reflects: A solid and diverse economic base that is a regional hub, characterized by not only being a tourism and retirement community but also by having a strong manufacturing and institutional base; Continued strong financial performance and management oversight characterized by what we consider to be very strong reserve levels; Strong and steady growth of the diverse tax base, despite a 2007 error in assessment calculation, to more than $33.4 billion estimated in 2009, with
