The insurer financial strength ratings on Louisiana Health Service & Indemnity Co. (d/b/a Blue Cross and Blue Shield of Louisiana) and HMO Louisiana Inc. (collectively, BCBSLA) are based on BCBSLA's strong operating performance, strong competitive position, and very strong capitalization. Offsetting these positive factors is the company's geographic market concentration. BCBSLA's operating performance improved in 2005 because of strong premium growth and an actual reduction in operational expenses. The medical loss ratio declined to 80.1% from 81.4% in 2004.
