...For 2003-04, with promised personal income tax cuts and a on e-time tax refund eating into revenues, the province ini- tially projected balanced operation s (a consolidated surplus of C$2. 8 million or 0.05% of revenue). Health, education and social services continue to put pressure on costs. The 2003-04 budget tables budget-to- budget increases of 7.4%, 5.1% and 5. 8%, respectively, for these service area s. Performance to date indicates that health care expenditures are C$34.8 mill ion over budget, reflecting the impact of wage settlements with acute-care givers and doctors. In order to contain cost pressures go ing forward, the province is shifting program emphasis towards community based services. Alongside a commitment to increase non-wage funding to District Health Author- ities (DHA) by 7% per year over the ne xt three years and recent strengthening of financial monitoring systems, the government is developing a Clinical Service Master Plan to guide the regional allocation ...

    ...The Province of Nova Scotia's Aa2 debt rating reflects the province's much improved debt profile, which results from the combination of high revenue growth in recent years and a policy focus on debt reduction. Net direct debt and indirect debt as a percentage of revenue declined to 122.5% at March 31, 2009, from 186.1% in 2003-04. As such, Nova Scotia entered the current downturn with adequate fiscal flexibility--the proportion of revenue consumed by interest costs declined to 8.3% in 2008-09, from 14.0% five years earlier--providing support to the high investment-grade rating. The Aa2 rating also takes into account the performance of the province's economy, which, while diversified, underperforms the national average on a number of wealth, income and employment metrics....
