...On 3 November, the UK Treasury announced that it had reached agreements with the country's two largest nationalised banking groups (Royal Bank of Scotland and Lloyds), with respect, in particular, to their participation in the government's Asset Protection Scheme. Lloyds will not participate in the scheme, while Royal Bank of Scotland (RBS) will do so to a lesser extent than initially envisaged. However, both banks will benefit from a further injection of capital from the government. Moody's considers that the effect of these agreements on the government's balance sheet and the government's credit, while positive in principle, is limited. Their main consequence is to shift the exposure of the government to the performance of the banks and their assets across its balance sheet, from the (contingent) liability side towards the asset side....
