...The global crisis clearly poses important socio-economic challenges for Italy. Reflecting the structural weaknesses of the economy and its aging population, economic growth has been relatively meager for many years. Even that pace will be difficult to achieve going forward, making it difficult for Italy to `grow out' of high public debt levels. At the same time, Italy does not appear as a particular outlier from a rating perspective, given what is happening in several other highly-rated countries in the early days of the European economic recovery. As a consequence, the government's rating outlook remains stable even as a few other EMU countries' ratings come under pressure....

    ...Moody's overall credit outlook for the Italian banking system was changed in May 2009 to negative from stable, the last major European banking system to be given a negative outlook in the current crisis. The Italian banking system proved to be more resilient than others in 2008 due to its lower exposure to toxic financial assets and capital market funding. However, given that the financial crisis has spread into the rest of the economy ¡ with the Italian GDP expected to contract by more than 5% in 2009 -, Italian banks' asset quality and profitability have deteriorated and are likely to be further affected in 2009 and 2010.     ...On April 6, an earthquake inflicted heavy loss of life and massive damage to the economic infrastructure of several cities in Italy's Abruzzo Region, including the capital city of L'Aquila. On April 28, the central government decreed emergency measures to temporarily suspend debt service payments due local lenders by individuals, companies and local governments. The same decree also provides for the temporary suspension of personal and corporate tax payments for individuals and companies in the affected area. The policy response of the Italian government to the April earthquake is unprecedented and potentially detrimental to the credit quality of affected local governments.
