...As economic crisis in Mexico has deepened and states and municipalities have been seriously affected in their revenues during 2009, investors and banks have raised concerns with respect to the entities' ability to make timely loan repayments, and if the ratings of such financings could be therefore affected. In this context, the purpose of this report is to: a) evaluate the performance of subnational rated financings (SRFs); those backed up with federal revenue sharing (FRS), and those using several local revenues (LR) as a source of payment; and b) give an opinion on what could happen to the ratings of the financings if financial coverage deteriorates even more, or if downgrades continue to register in the issuer risk/credit quality ratings of several states and municipalities, situation that could worsen in the future due to the difficult scenario that the entities will still face in 2010....
