...Fitch Ratings affirmed Latvia's Foreign and LocalCurrency LongTerm IDRs at `BB+' and `BBB-' and retained a Negative Outlook on the ratings on 6 October. This follows four downgrades between August 2007 and April 2009. Latvia's ratings are supported by the political and institutional strengths associated with its membership of the European Union. Per capita income is higher than both the `BB' and `BBB'range medians. The EUR7.5bn financial assistance loan agreed by the EU, IMF and other multilateral and bilateral parties in December 2008 underscores the international support Latvia enjoys. In addition, Latvia has an unblemished modern debtservicing record....
