DOMESTIC POLITICS: The incumbent, Mr Aliyev, won a second five-year term in the presidential election held in October 2008. Mr Aliyev had been expected either to seek to stay in office beyond 2013, or to ensure that a trusted successor would take over from him in 2013. However, in a nationwide referendum in March 2009 voters approved a package of amendments to the constitution, including the removal of the limit on the number of terms that a president can serve.
