The Group's principal activity is to provide mobile cellular communications services. As of December 31, 2008, it has licenses to operate in 82 regions of Russia with a population of 144 million people, for the entire territory of Ukraine with a population of approximately 46 million people, for the entire territory of Uzbekistan with a population of approximately 27 million people, for the entire territory of Turkmenistan with a population of approximately 6 million people and for the entire territory of Armenia with a population of approximately 3 million people.
